Help needed, Proposing conundrum

Hello all,
my quandry is that i am planning to propose to my girlfriend BUT i am a typically unimaginative bloke and i would like to do it in a memorable setting without being tacky (ie. top of the eiffel tower at sunset
)
She suggested that we go on holiday over half term (work dictates that we only go on hols over school hols - education recruitment for her in case you were interested)
Money isn't an issue, but i don't want her to sus what i am doing at the airport. ie we are going to go somewhere over the top for a quick break like Dubai (one of my original thoughts)
So if we keep it to europe, does anyone know anywhere romantic without being corny.
Is there anywhere in england that is really nice that may do balloon rides or similar over the 14/02/05 (that is when i plan to do the deed -
i know, i know, it is our anniversary)
Come on guys, your help would be really appreciated on this one, someone must have a really good recommendation or a flash of inspiration to help me out.

I went to Venice for a weekend with the GF, and thought the place was very UNromantic, so wouldn't recommend there. No doubt others will disagree.
Friends have done:
1) Scuba diving in Egypt - boy leaves slate on bottom of sea the day before, with "Will you marry me" writtten on it.
2) Taken GF up to Scotland for walks etc in countryside. Again, the day before, he'd put a bottle of champers in a stream (tied to some rocks) and hidden some glasses in the heather. When they got there the next day, he popped the question.
3) Taken the GF back to the place where they first started 'seeing'each other. In this case a park / wood thingy nr where they went to school. He'd scratched a big heart into one of the trees and written "Tom loves Emily" inside it. (names changed to avoid embarrassment!). He proposed when she saw it.
Not sure if this is of any use...

The problem with balloon rides is that they are tied into the weather (esp wind) and knowing February weather over here your chances of it being nice on a particular day are slim.
For European destinations Venice always seems to be popular with the ladies for some reason and I would probably go with that. Good luck whatever you decide

Just go skiing then, easy and relatively cheap (compared to popping out to russia..), and she won't suspect anything. those little private chalets for two are romantic (IMO)

The next morning she acted as if I'd proposed to her the night before.
Not wanting to admit I couldn't hold my drink I went through with the marriage.
Only after we were married did she tell me that she'd really proposed to me. (And a few other secrets that she didn't want to trust me with before we were married)
Women are just really strange. For a man to understand a woman he would need two heads. One to cope with the amount of emotional turmoil that exists in a woman, and the second to remember to breathe.
Best advice, whatever you do, don't include anyone else in your plans. No matter how daft make sure it looks like all your own work.

What ever you do - dont do what I did - while doing 70MPH down the A1 at 1:00AM in the morning.... seemed a good idea at the time, but lets face it its totally crap and wished I did something else now....

bizarrly emma, I went to burnham for many years with the grandparents as a child and it has fond memories.
I discovered my partner also did the same as a child -
so actually, that might not be such a bad place, not for the location but for the sentiment it evokes?
Funny old world isn't it! I thought it was always a little grey. Burnham-on-Sea it is for you then when your time comes. Sorted!
