Car covers, number plates etc.

I understand that to be used or parked on the public highway, a car must be registered, taxed and insured. If a car is parked in the street, but covered, what is the situation?

Can a traffic warden legitimately lift/remove the cover to check for permits, registration etc?

How do bikes get away with it in London? Is it because they cover the plates etc. only when parked on the pavement/private land in front of buildings?

heh, park on double yellows, fasten the car cover in such a way as you need a key to remove it, and then claim the car was never ticketed!

But, AFAIK, the fine for not displaying plates is £30.

So, if the parking fine is likely to be more than £30, take the plates with you when you leave the car.

(Note, this will only work where the local council have no tow-away or wheelclamp schemes. I have to know that Richmond Borough Council are in this situation.)

They may just do you for failing to display. And some areas take a photo of the front of your car to prove the lask of ticket.

But the reg no is on the tax disc... unless you ain't got one.

I thought vehicle details had to be taken from the tax disc and not anywhere else (obviously presuming it has one and is the correct one)
