I bought a cheap one off ebay in Dec 2003 for £12.25, not as cheap as that one though! Some have bright shiny bodies, some are black, but I'm not sure that's any kind of indicator.
It didn't work properly. It idled at 2000 rpm when cold and when you got to junctions, it would take 3 / 4 seconds to drop from 2000 rpm to 1000 rpm. A new £93 stepper sorted it.
There are many people who have bought cheap ones that have worked OK (there are several threads on them if you do a search, including references to ones made in Mexico), but I wasn't going to try again.
Still got the cheap 'Chinese' one just in case. If I'm desperate, a high idle is better than a hole in the plenum and you can't drive it at all.
