So what's the protocol with moving depts in a company?

I have never moved internally to another dept in any job I have had, so I was wondering how this works exactly.
I have been in my current job for 1 year 1 month. I recently had my appraisal which all went well, with one comment being that "we should work out how to get all the potential with you".
Anyway, with the IT landscape generally changing and also within the company I work for (cloud...), I feel that my skills can be best utilised in another team (that I work closely with anyway). I'd love to be able to move into that team next year and I am thinking of discussing this with my head of department (manager of both my and other teams) who I have a good relationship with (we also recently did a skills matrix which is prompting me to hold this chat).
Would all this be a good idea or should I wait longer?

Is there or will there be an open vacancy in that department? Is there a need now or in the future? What is that need and how can you cover it?
Companies do not just move people because they fancy doing a different job. They can flex a bit but ultimately you do what suits the company.

At the moment there is a vacancy for the head of the team. The last person to join the team was mid last year.
My opinion is that they're short staffed due to things being put on hold/ratio of staff to workloads, but if a job is not advertised, the people that matter do not share that opinion.
There may possibly be a vacancy in the future, who knows...
