Difference between an ambulance and a scamera van?

Spotted a poster on the back of a Northampton bus today ;
"What's the difference between an ambulance and a scamera van?"
"Nothing - they are both saving lives"
This made me scratch my head a little, maybe it's true, but on completely different levels. Do you think an ad campaign like this is going to achieve anything ?

And from Monday (Nov 4), this message along with other safety messages will be displayed on the backs of 25 buses travelling across Northamptonshire for the next eight weeks.
There are two bus adverts - one showing a picture of two nurses from Kettering General Hospital alongside a photo of a safety camera operator and the question 'what's the difference?' The other shows a photo of an ambulance together with a photo of safety camera van, and again the question 'what's the difference?' In both cases, the answer is nothing - both are helping to save lives.
Since the Safety Camera Project was launched in April 2000, the number of people killed and seriously injured on Northamptonshire's roads has progressively decreased. From January to September last year, 405 people were killed or seriously injured on the county's roads, compared to 371 in the same period this year. Highly visible fixed site and mobile safety cameras are located on roads across the county where there is a proven history of speed-related collisions. All the sites, including the daily locations of the mobile safety camera vans, can be found on www.reducingroadcasualties.com and are publicised daily in local papers and on the radio.
Next week also sees the launch of two radio adverts which will be played on Northants 96 for the next four weeks. One advert ask the listener 'which vans would you rather see at Northamptonshire's proven accident hotspots?' Safety camera vans or these…..with the sound of an ambulance siren. The other advert asks 'which cameras would you rather see at Northamptonshire's proven accident hotspots?' Roadside safety cameras or these……with the sound of a load of paparazzi cameras and an ambulance siren. Both adverts end with the fact: 'Northamptonshire's Safety Camera Team are out on our streets for one reason, and one reason only - to keep our roads safer. Check your speed, and obey the limit every mile you drive.'
Safety Camera Partnership Marketing Officer, Don Powell, said: "The purpose of the advertising campaign on buses and on the radio is to re-emphasise the fact that the Safety Camera Partnership's prime objective is to reduce death and serious injury on our roads.
'When people see an ambulance on the road, or nurses at work, they immediately recognise the valuable role they play in helping to save lives. This is really no different to our mobile camera vans or fixed site cameras - they are out at our accident hotspots for the same reason - to save lives.'
Northamptonshire Police in partnership with the County Council, the Highways Agency and the Health Authority are working hard to achieve the Government's target to reduce the number of people killed or seriously injured on the county's roads by 40 per cent by the year 2010.

I guess they'd be able to get away with it as they'd say something like ....

This was discussed in the thread about 'the car with locked wheels running into the kid' television advert. Apparently they are exempt, otherwise they would have the book thrown at them.

Why January to September, is it that November and December have something to hide.
Next they'll be claiming "On 10 August last year, 1 person was killed or seriously injured on the county's roads, compared to none on the same day this year"
