Not sure if this is the right forum but here's my issue in bullets:

. Sunday 1st Feb PM. Car due to be sold within 5 days.
. Monday 2nd Feb AM. Sent application to retain personal plate from car, including V5 and £105 cheque for the privilege.
. Monday 2nd Feb PM. Car no longer sold. I decide to keep it for a while longer.
. Tuesday 3rd Feb AM. Phone DVLA for advice on cancelling application to retain plate. As the application was sent the previous day I'm told to write and sign by hand a request to cancel the application. Then send it by next day, recorded post. I do and it's sent that day.
. I then cancel the cheque, which costs me £10 in cancellation fee.
. Wednesday 11th Feb. I phone the bank to check that the cheque has not been sent in for processing by DVLA. Nothing seen and assume cancellation is going as planned.
. Friday 13th Feb AM. I receive a new V5 with the cars issued registration. The plate has been removed!!!!
. Saturday 14th Feb AM. I receive a retention certificate for my plate. I phone the bank and still the cheque has not been processed.
. I phone dvla to ask why the transfer / retention has been processed. I am told the the application was processed before the letter was read. When questioned, the DVLA confirmed they received my request to cancel on the 4th Feb as planned and it was scanned on to the system. The retention application was processed on the 10th Feb, that's 6 days after they received my letter!!
. Conversation is non-constructive and I'm told I can do nothing as they don't respond to written mail, despite the advice I was given on the 3rd Feb. I am now told to send another cheque for £105, my retention cert filled in to request the plate be applied to the car, the new V5 and a letter detailing the problem / story so far. If i fail to send a cheque they will suspend the use of my personal plate and retention until it is paid.
. Monday 16th Feb AM. I send the above via next day recorded mail with a request to process asap.
. Monday 16th Feb PM. I receive a phone call from a manager at DVLA to say they have received a letter instructing them to cancel the initial application, but unfortunately they cannot do anything as the application has already been processed. Duh! So, that's 13 days since I posted it and 12 days since the letter was opened and scanned on to the system. I inform her I have already received both the V5 and the retention certificate and have also returned them with another £105 cheque ready for it to be reassigned. She tells me she has flagged my car on the system so that the case is diverted direct to her so she can process it asap! Win (bar losing £105)!.
. Saturday 21st Feb AM. No word on my plate being reassigned so I call the dvla to check the status.
. I speak to another moron! I give my registration and I am told that they do not recognise it. I repeat! I am again told they do not have it on the system. WTF?? I am put through to a manager! Also a moron!
. I give my personal plate details again. This time he has it. He asks for my name and address: They don't match what is on the system. I repeat. They still don't match.
. I give the details of the cars original reg: Same story. The address is wrong! Being a moron robot he cannot tell me what is wrong with the info I am giving. I try to be smart and vary the info in case I've spelled something wrong on the application, and even try my previous home address and work address! But, thinking about it, I've already received 2 separate documents to my home address. If the details they have don't match, how did they get to me at home?
. I ask if my second application is on the system and it turns out it is. But, it has not yet been processed, despite it supposedly being flagged to go direct to the woman from the week previous. So, 4 days since it was received and opened and no action taken.
. He remains in moron status by telling me that I have to wait 10 working days before i can action a complaint or query why they have not processed my application. I keep telling him they have processed the original plate and the address thing doesn't make sense. Can't we work out what has gone on there? He does not listen and goes on to say that if I have anything to verify my address I should present it, else the conversation is over until the 10 days has passed since second application arrived. Dick! I hang up!!
. Tuesday 24th Feb. Still no word and I have no idea what address they have for my car or the plate.

Any suggestions as to what they fk is going on?

Stick it in writing to them and send via recorded delivery - much easier than speaking to someone.
However, stopping a transfer from happening can be done verbally - they shouldn't have needed a letter.

oh and just to add, if you don't get anywhere with someone on the phone just put it down and phone again - you will never get the same person and you'll probably get lucky and get someone who can sort things....the amount of times we have to speak to them and they can't do the basic things, yet phone back and it's not a problem is shocking!!

Well, miracle of miracles.

Phoned this morning for an update and actually got somewhere.

. Application scanned but still not processed but the girl on the phone said she'd put a 'priority' marker on the system.
. She asked my address and it matched fist time, which is odd given the content of my call on Saturday. Hey ho!
. Got an unexpected call at 4pm from a manager to tell me that my plate was now assigned and that they'd look into refunding any admin fees incurred by the mistakes made by dvla.

Shocker eh!!
