We are always told that most vacancies aren't advertised and it's worth sending unsolicited applications. But this is going a bit far.

Bit much but at least he's keen and you can't deny that. Suspect that he's also quite old which is why he isn't getting employed. Because we all know that once you're over 44 you're useless.

It wasn't sent to me it's been circulating on the net. So it's possible it's been made up by someone even stranger than the apparent job applicant.

Interview the tt. Film it. Put it on YouttTube.
Make sure the interview leads to a full day of interviews and group tests, and Film that too.
When he is involved in the "build a tower from straws" group test, ask him to be the group leader.
Watch how the other applicants deal with such a muppet. Send him £300 for his help obtaining a new director.
