Some opinions would be welcome here. I live next to a farm which I walk up through every day with my black lab who isn't neutered. The farmer tells me today he's just got a female collie which he intends to breed from and doesn't want my dog getting it up the duff. Fair enough. But on who is the onus to keep their dog away from the other one? If he lets his just run around all the time then I've to to keep mine under total control 24/7. Of course he could keep his under control 24/7 and then it wouldn't be an issue either. He suggests I get my dog neutered but he doesn't want his to be.
We don't want to fall out about this but he seems to be putting all the responsibility on me.

Just as much his responsibility imo. Legally I have no idea but I couldn't seee it being anything other than a 50/50 split tbh.
He can't demand you neuter your dog if he won't neuter his!!
Could see what your vet feels and ask a dog warden. Get their opinions so you know where you stand in a 'discussion'
Plus if he let's hher free when in season it won't just be your dog he should worry about!!

His last dog had free run all the time and did come down to my place. My dog got her pregnant at some time but we don't know where or when. He says the new one will be locked up at night. I now try to keep Sammie under my control all the time and don't even let him out for a wee unless I'm stood by the back door watching but it's a shame because he likes to go and run about.
Who's land are you on? He's perfectly entitled to tell you to keep your dog under control if you're on his land.
If the land belongs to neither of you then you're both being a pair of idiots, but its going to be him that gets stuck with the worthless cross breed puppies and the vet bills etc so realistically it would make sense for him to be the one to make sure they stay apart.
