Mini R50/R53 Xenon

I purchased a Xenon headlight for my 2002 R53 from EBay as mine has a faulty igniter. The advert stated that it was a R50 xenon that came off a R53.
It turned up today but on further inspection it has the headlight washer, but doesn't have an igniter on the back of the xemon bulb just a normal connector and no where to put the ballast pack.
I messaged the guy and he said it defiantly came off his wife's R53. Should all of the pre-facelift Xenons have an igniter and ballast??

I am guessing a little here although I have cars with xenons but believe all xenons should have a ballast and ignitor as these are the parts that generally fail when xenons stop working.
I would send it back.
