Generally speaking:

Aerokit front splitter without rear spoiler: Cheapskate who couldn't afford doing both (front splitter much cheaper/easier to fit)

Aerokit rear spoiler without front splitter: Full aerokit originally/retrofitted but front splitter kept catching on speedbumps so been left off after last incident.
