Seat Toledo Mk3 help needed

The brake light on passenger side has gone and I have no idea why i cant remove the cluster or whatever you call it. I have read the manual and only seems to be 2 screws but still wedged in there.

Can anyone please help, what am I doing wrong? I dont want to have to take to a garage to sort out.
