Traffic wardens could be forced to give motorists 10 minutes "grace" when they overstay at a parking meter.
They could also be banned from handing ?100 fines to drivers unless a vehicle is causing "significant inconvenience" or is parked in a dangerous position.
The new code of conduct is outlined in a Bill to be debated by the House of Lords next month. Former Tory whip Lord Lucas wants to rein in wardens who "operate as something between a tax inspector and a highwayman".
Wardens would be trained in the code which would also outlaw rewards for parking attendants who issue the most tickets, he said.
The RAC Foundation backed the call for motorists to be given leeway at a parking meter. A spokesman said: "A five or 10-minute period would be appropriate."
