Will new Mortage regs affect house prices?

I'm in that classic situation of moving vs extending.
Could one of you kind folk give me the lowdown of what's happening to the mortgage market in light of these new regs, and what the consensus in the city is regarding their effect on house prices.
I'm currently on an outstanding lifetime tracker, so would be looking for a second mortgage through the same lender (Barclays) to either extend or move. The current mortgage is portable.
Moving is preferable if prices come down, as the jump could be more achievable.
