I think he means that he wants advice on the true cost of employing staff, when you take into account Employer's NI, admin, National average figures for absenteeism / statutory sick pay / holidays and the like. It's all very well having a spreadsheet do calculations for you, but when you don't know *what* calculations to make then a spreadsheet is a bit useless.
