Small clothing run

I'd like to get a small run of shorts put together, I've made a pair myself (via a pair of trousers), and have a rough design. Ideally I'd like to get something like 20 pairs made up to start with.
However I'm having problems finding someone would put a small run together for me. I've contacted a few suppliers so far, but the ones I've tried have not been that good at replying to emails, or turning up to their premises!
Anyone on hear have a small clothing manufacturer/recommend one?

Just my thoughts but to make such a small quantity (20 pcs) will probably take more time setting up the equipment, patterns, threads etc than actually making the shorts. Hence why most people wont be interested for very small numbers, unless you want to make a loss on the first batch to test the market?

It might be worth posting on a local jobs or facebook page, you might get someone at home that might be interested, even a friend or relative that might have the required skills?

I employ two seamstress ladies making flags full time so not just making stuff up.
