The hybrid technology is massively complex, for example Merc could have 200 highly paid staff working on one component, say the battery materials, also they could be anywhere in the world doing this, this means only a major manufacturer can win, any form of budget cap is impossible to police for a hybrid care
to make matters worse, the PU map for the customer engines would be de-tuned
The only real way forward is for PU suppliers, not to run a car, like the old cosworth days
