"Upload an image" .. or not.

As per tirle, been trying to upload images yesterday and this morning, but when you click on the " upload an image" nothing happens other than the wroding turning blue?
Ta in advance for any help.

Do you know what browser you are using? I would assume Internet Explorer of some version.
