Compressor spares or repair

Anyone in Cleveland area want this compressor I found in my dads shed.
Does not run, have tried it and the motor hums.Could be jammed/seized or it could be the capacitor.
I could turn the motor fan by poking a screwdriver through the cover, would it be a direct connection to the pump end. 

Or should I just scrap it ?
