I keep getting promoted when visiting the website that Pistonheads wants to know my location.

Why do you want this information and what value is it to me? I can understand Google wanting to know as search results are localised but not PH.

I'd assume for those lovely targeted ads we are now pumped with.....

If that's the case then I want to have the option to disallow this permanently rather than get nagged about allowing it

I have no objection to 'if you allow us to see your location then we can provide targetted adverts' but as least give me a choice that doesn't involved nagging me everytime I use the site!
