Police covertly marking cars?

Been meaning to post this up since Christmas but have just got round to it:
This happened to a friend of my Dad’s in the run up to the Christmas period (think it may have been Christmas Eve). He drove to the pub and parked in the pub car park. He didn’t drink alcohol all night and then drove home.
On the way home he ended up getting stopped and breathalysed three times and was given the clear all three times. The first two times he just went through the process without questioning it but the third time he was stopped he told the officers what had happened so far and queried why he had been stopped yet again. He was thinking maybe it was something wrong with his car or driving (I’m assuming that because he was a friend of my dad’s he was no youngster and didn’t have a particularly conspicuous car
).
The officer told him that there was nothing wrong with his car or driving but the reason why he had been stopped so many times is that officers were going round pub car parks putting tiny stickers on rear bumpers of cars that showed up under UV lights. This way, once the car was on the road, any patrol car suitably equipped would be able to see the sticker and immediately know that the car had come from a pub and, would stop it and breathalyse the driver as a matter of course. Apparently he even pointed out the sticker on the car to him. If you didn’t know to look for it you would never have found it.
I must stress I got this story second hand from my Dad. Is there any truth in it and if so aren’t there certain “issues” with officers going round pub car parks marking up cars – however covertly?
This all happened in the South Bucks - HighWycombe / Amersham area BTW. Would that be Thames Valley Police?

They can use an infra red cyalume tho! Shake it and break it, with a little of the liquid dripped on the bumper and youd never even know you were being trailled. Works great in amongst the traffic too, especially for a chopper to observe.

Maybe the bit about UV light is, as having used lots of UV cylumes in the past I can't see the plod dishing out UV goggles left right and chelsea. However atleast 15 years ago I was stopped one night just down the road from a pub, it transpired that most people who left the pub that night got stopped just down the road and the reason being we all had a chalk line drawn on the front bumpers, this may have been an isolated incident by two individuals who had a bright idea and not a policy but similar things do go on.

my first post here and quite appropriate methinks,i live in a pub near beaconsfield its in the countryside,a year or so ago one off the regulars came in telling us that a copper was inspecting vehicles in the car park,two of us went out and confronted this gentleman and it was indeed a policeman putting small red stickers on the rear number plates of all the vehicles in the carpark, also on the cars parked on the road,he was stuck for any explaination and just drove of,we complained but received no reply,although they have not done it since
I can honestly say I can't think that it would happen.
How many police officers would wander around pub car parks probably on busy late shifts sticking stickers on cars....
I think a leg is being pulled here, well, if not, I have never been issued with 'beer stickers' in all my time.
It is possible to pull people more than once, I have done it inadvertently, and not by 'sticker alert' or by being a fascist bully boy.
Maybe it's aliens.
