Yes and no.
People who park inconsiderately and in the full knowledge that they are doing it should be punished.
People who are so dizzy that they can't be bothered to check if its OK to park in a particular location should be punished.
People who park for longer than they pay for shouldn't get away with it.
On the other side:
People who are reasonably late to pick up their car should be able to pay the extra and not be punished.
No one should be punished for parking in a location where a driver could reasonably expect to leave their car legally. Poor or missing signage is not acceptable.
As for people who stop "just for five minutes" - I'm sorry - FIND A SPACE! Pick-up-drop-off means just that - its NOT a parking space!

In a way I'm quite lucky. I live in the middle of the city where everyone has to fight for a space, but I have my very own off road parking spot. 
My landlord recently erected a large yellow unauthorised-cars-will-be-clamped sign, right above my space. The release fee is.......

Every motorist should have a shop mannequin in the boot.
The top half is used for those "dual occupancy lanes" and the lower half is used, suitably attired in trousers, socks, shoes when one needs to park on those pesky double yellows. Simply place under the rear of the car with feet facing outwards. complete with a tape loop machine of expletives for extra effect
