My Dad sent his off two weeks ago, came back on Saturday.

I'd be chasing if I were you.

Do you send the plastic part as well or is this one of the old paper licences?

i have never seen the point of them asking for the plastic card, it makes no sense, if you are looking at a totting up ban then they don't do it as a fixed penalty they make you go to court so it is not like they need to check if you get it back.
I was quite annoyed when they took away after i had a speeding ticket at 18 as it was my only form of ID.

Just wondered as we don't use the paper counterpart any more, I was told to destroy mine (which of course I didn't) but I don't see why they would want the plastic bit unless they are going to ban you.

but i don't understand why you ever needed to send your card, if there was a reason then i don't see that getting rid of the counter part is going to make any difference to that reason.
If there was no reason perhaps the thought of perhaps being able to save a few hundred £k in postage every year might help them figure that out
but it will mean i once got punched in the face after getting in an argument with a night club bouncer for no reason

it is a requirement for a Fixed penalty to send both parts of your license
As from 1st June you only need to send your plastic license
