Headlights knackered - not bulbs?

Had the headlights pack up at the same time yesterday on a Skoda Fabia. Pulled one bulb out and there's no telltale rattling, and I've checked the fuses and both are fine. When the switch is turned on there's a noticeable clicking noise.

I feel like I'm missing something really obvious, any ideas?
