)My S3 had them and they were fog lamps (H reg) and my V8S had them and they were definately driving lights (J).
As I recall from doing some looking into this when I got the S3, the general consensus of opinion was that as standard the S2 and early S3's didn't have the lights. If a car did have thm then either the owner had replaced the bonnet of his own valition to make it look nice or more often they had been in a prang of some sort and the easiest way to repair a cracked bonnet was get a new one from the factory which by then was only making bonnets with lights.
I'm not saying this is absolute truth but when I was then looking at s3's to buy I did make a point of looking for prang damage.

Not got them on my S3 - not too worried but agree they look the part! As to whether they are fogs or 'drivers' - we used to have this discussion in rallying all the time! There are Construction and Use regs as to what max height fogs can be mounted - could probably be found on t'web somewhere. Also, should be a difference in the actual light lens (or reflector for clear lenses). Fogs have less diffraction allowing a more powerful beam but are focussed down to shine under the fog layer. Driving lamps have a more 'spotlight' beam pattern which is angled at 90deg to the lens (all from memory so scuse any errors - happy rallying days setting up lights in wet muddy service areas!)
I think they have areally great effect on the look of the front of the car. Changes it from looking like a classic car to looking like a brutal sports car. If (god forbid) anything happens to my bonnet, my S2 will receive an S3 bonnet with lamps, or perhaps not even lamps, just grilled recesses ducted to feed cold air to the brakes or similar.
