Hellish neighbours and child neglect
Discussion
Need a bit of help from the boys in blue or anyone who works in the council/with abused kids.
Have neighbors across the way.
They make insane noise all the time and can only communicate with shouting, constantly hear them shouting all sorts of things at the kids with the kids screaming and what have you.
I normally don't have a care in the world for anyones kids, they're other peoples problems, but after having them at it for months on end now, it seems like everyone is just filled with apathy or feel they'd get nowhere with anything.
I dont want these scum knowing my name or bringing any kind of drama at my parents who mostly live on the coast, but with me about to spend a good chunk of time travelling soon i'd rather not have any names mentioned.
Yes, i could ignore it and endure till the end of the month when i p
s off. However, this is beyond just me, it's feeling for the guy who lives next to them who works, it's for the couple who live next to them who are quiet, older and in no way deserving of the bulls
t they'd get from reporting it.
How do you go about having these morons sorted without getting masked up and being beyond silly?

Unfortunately the pragmatic answers are limited to either move or learn to ignore it.
The outside the box answer involves befriending them which strikes me as impossible but apparently has worked before.
For the official channels, you need to keep a diary of events and make a nuisance of yourself at the council which will need to include polite but firm pressure in the form of daily calls and several visits per week to the relevant council department.
You will need to invest at least 10x more energy than you think with the council to get action in anything resembling a timely manner.

We had neighbours doing the same thing to their son. We made a point of going outside and mimicking them to our non existent dog. She came over the fence one day and told us to stop swearing while her son was in the garden. Once we pointed out we were mocking her and she calmed down, she realised what she was doing. She now doesn't swear and we all get along better.
Not saying this would work for everyone, but I tend not to give a s
t about how I'm perceived so I made sure she knew I thought she was out of order.

t about how I'm perceived so I made sure she knew I thought she was out of order. There are 2 issues here, the noise problem and the 'neglect' issue.
The noise issue is an environmental health issue so your local council will have a department that deals with it. This is normally by way of sending monitoring forms out to you so you can evidence the time, date and type of noise. At this stage the council will also send a letter to the house in question telling the occupants about the complaint. This gives them a chance to wind it in a bit before the council slap a noise notice on them. 99% of the time this does the trick, its also anonymous!
As for the 'neglect' issue, is it just the shouting you have noticed or is it something more? Is the kid clothed in clean clothing, appears to be of correct weight etc for his/her age, do they go to school etc? Sometimes s
te parenting can be confused with neglect but you can always make an anonymous referral via child services or the NSPCC.

If you are going to make an approach to child services or social services about child neglect, please can you ensure you are genuinely sure they are being neglected. A bit of shouting and swearing is unfortunately what these Jeremy Kyle lovers use for communication - and whilst it's ungainly, it's not necessarily abuse. I understand your position, and think it's a good thing you give a damn about the kids - but slapping social services all over them is not the answer necessarily.
On the noise problem, I have a neighbour who played excessively loud music (Michael effing Buble) - and all it took was one polite conversation - it's been beautifully quiet for weeks. If you don't want to be identified, maybe a politely written note? (strongly worded email etc etc

)In regards to children's services you can make an anonymous referral or you can give your name and contact number and ask for it not to be passed on, this will allow whoever is dealing with it to speak with you for more information.
You have given very limited information about the concerns but I would suggest it would be more emotional harm than neglect. It is likely that the family is already on the radar.
If/when you phone try and give as much information as possible;
full names
ages
who lives there
you get the idea
and then be very clear why you are worried;
The family are always shouting at each other but on Saturday evening the mother called little Jimmy a whatever whatever, little jimmy can only be a couple of years old and he was crying and she just left him to shout out the other children more.
Good luck

Bear in mind that children playing/crying and people shouting are not considered a "statutory noise nuisance" (at least by Bradford Council) - so you can't raise a complaint for that - loud music/tv or a dog barking would though.
Check your local council's website for info on what/how to raise a complaint - it's usually a long and frustrating process though.

Thanks for the advice guys.
I can happily tell mr barry to get f
ked however. Maybe stressful situations like this, where a complete failure by the system/community to do anything leads to absolute apathy and the only realistic way of sorting it the way i mentioned earlier.
To fill everyone in on how mental it went last night post-OP:
An old chap decided to get the b
ks i lacked and ask them to keep it down. Queue Mr hard youth of the house giving him "YOU KNOW WHO I f
kING AM ILL KILL YOU BLAH BLAH"
Then, to hear these scum, planning to jump the chap in the following days. I did ring the police but became a non-show.
Surely, surely im not alone in this, that such people are so beyond reproach, so empty of care for the rest of society and need a swift beating to show them that us working (well not right now) people are not just the meek with so much to lose.

Update number 2
Quite blindsided by this, but a local PCSO showed up asking for me, had reported all this anonymous last night, but she remembers me from an incident with some right horrible b
ds a while ago.
Anyway, after the big kick off from mr biglad last night, it kicked off with our neighbors, who play a constant game of jeremy kyle drama. The PCSO wanted to know about what had happened there, but allowed me to tell her off whats being going on with the house above. My big issue is that next door is merely domestic, anger focused in the house. The house above who challenged the old guy who dared to say something are throwing aggression outward to normal people.
Im quite surprised and a bit relived that people in the police still care, so it's defused my want to get the ski-mask out. Today it's so eerily quiet with the woman who owns the house in question dead-eyeing me while im sat here.
The PCSO after i told them only the facts that i know, no over exaggeration what was going on and she felt like the social services are needed in this. So again, im quite surprised and a little bit more at ease.
I'll post if anymore happens, hopefully some karma/justice.

I wouldn't hold my breath. how many estates( especially council ones) have speed humps resembling tank traps to reduce the speed of cars. Why - two reasons .This sort of parent ( usually M.s. DELMONTE) is too busy producing/rolling a long ciggie or watching the latest soap/Jeremy to notice the toddlers are playing on the road outside and no effort is made to prevent them getting out, until there's a near miss.
But I'd advise that you and older folks take care. With Police involvement, retribution will be held back for a period, till they think there's no chance they will be held responsible.
