Adjusting tapets and RVT to seal plenum

Do I need to take both rocker covers off to adjust the tapets or can I just work on one side? The Bible lists a method that involves checking on the oposite bank to ensure the tapet you're working on is at 'TDC'.
Secondly, instead of a paper gaskets and compound any reason not to use RVT sealant on the plenum?

Don't tell me, suppose you're going to fit that nice aluminium sump with gobby lumps of RTV as well

Getting back to valve clearances, in theory i'd have thought, that if the inlet is wide open on any particular cylinder you could adjust the exhaust on same cylinder and vice versa?
Picture is only an example but if we say second lobe is inlet so, at top where it is, valve is open first lobe (exhaust) is not completely opposite but is is on the round bit not the lumpy bit
