If my Wedge wheels have an offset of 23mm - what is the max I can go up to and if so will spacers be required?

I don't think it's as easy as that. You need to look at what clearances you already have with a specific wheel and tyre combo. Check what other owners have done with the same car model, so they know what works and doesn't. You're going to be limited by the 5 stud fixing and the specific pcd of the existing set up. By way of example, my 400 has run 8 x 15, 8.5 x 15 and now 9 x 16 wheels, with different offsets. Find some owners near you who might allow you to try their aftermarket wheels on for size.
