Talk to him upon his return, find out what the arrest was for, he will probably appreciate your interest (depending on what he's been arrested for of course)
Then make your decision based on your findings. Regarding the stoppage of his money, explain it was the only course of action available to you based on the circumstances at the time. if he doesn't understand that, then there's not much you can do about it now, unfortunately.

Following arrest he will be booked into custody.etc etc etc.
Following interview (provided it was an offence that required interview) he will be either charged to court and remain in custody, be bailed for a court date, or released without charge.
He will either have a property form, bail sheet and or charge sheet. This will tell you whether he was in custody or not.
And yes, he can call his place of work for his phone call.

He can have a person informed of his detention. That is part of his rights under detention. If he had any savvy, he would ask for contact with his wife/girlfriend/partner/other friend and whilst he is talking to them or the custody staff are informing them, he could ask that information is passed on to you.
It would appear that you do not fulfill an imortant part in his life. So when you see him, a little chat may be appropriate about how he sees his employment and his working relationship!
