Draft Agenda Europarliament 22 Feb
11 am (possibly) Report Mathieu Gross (A6- /2005) - Driving Licenses.
on the proposal for a Directive of the European Parliament and of the
Council on driving licenses. [Recasting
(COM (2003)0621 - C5-0610/2003 - 2003/0252(COD)] Committee on transport and
tourism."
Information previously seen suggests that these plans may include
1/ Effective control by the EU of all aspects of driving licenses (in
addition to the format we already have) including the rules on
(a) age of eligibility - young and old
(b) driving test procedures
(c) mandatory re-testing after incidents
(d) frequency and nature of medical tests for older drivers
(e) self-certification by drivers (eg older, invalid etc)
(f) the penalty points system, to be "haromonised" across the EU
(g) penalty points and bans being imposed by other countries, including for
example banning UK drivers from driving in Britain after problems in (for
example) Greece, Portugal or Poland
the objective being a single system for all drivers in the EU, with credit
card type licenses being accessible by every police force and law authority
in the entire EU.
