A question, if a speed camera van is located within 60 NSL signs is it allowed to monitor the 40mph limit prior to the 60, it was about 300 meters into the 60 NSL?

Yes. One that is regularly parked in a village near us is located in a lay-by which is just after the NSL signs leaving the 30 zone, but its function is to catch people speeding up before the signs.

It most certainly is allowed to do that yes.

Yes they can. If you were speeding in the 40 zone before the 60 then it's irrelevant where the van was parked.

Did he have at least two wheels on the carriageway? Inadmissible otherwise as it falls foul of the slip rule and ACPO legislation.

But the converse situation is equally possible, if the camera is not accurately aimed you could legitimately be doing 60 and be wrongly accused of speeding.

In what scenario would it be inaccurately aimed? It's pointing down the road, someone gets pinged 500m away, if gun+500m is into the 30mph limit you're bang to rights.

I happen to think that enforcement on transitions is particularly unsporting, but it is what it is, the rules are painfully clear and unambiguous.
