That IS weird. However I'm not sure "Notice" needs to be handed in personally. I'd just email my line manager and cc in the relevant Director and HR. Job done. You could always verbally inform your LM beforehand. Still seems bonkers though - even if the notice period formally kicks in on the 1st monday of the month, surely the earlier they know, the earlier they can get the paperwork sorted out...
