There should be two for each pod...One acts as a stop for the upward movement so is fitted to the underside of the pod and then there is another which acts as a stop for the pod to rest on fitted to the floor pan...This is the one that you can bend forward to level up the lights...As long as any play in the armature is taken up first...Oh and it will probably snap in the process so before you do it get some L brackets and new fixings inc hose.....

I will have to chop the hose out as the nut is rusted....
IMHO it's just a cheap way of having a rubber anti-rattle stop.
On mine one side had actually rusted off, and the pod would rattle on bumps when down - you could see it whilst driving !
I made a new bracket for mine. Had to cut the old bolts off - bugger of a job, very fiddly.
So - adjust main rod (on motor assembly) to get correct position to match body. Set just slightly low, and THEN adjust hose bracket so there's a slight crush of the hose, and the pod sits at right height. I reckon that's probably the best technique, as it takes out any slack.
oh, Yeah, top one is similar, but was fine on mine (most of the time it isn't crushed, unlike lower one)
