It's a traffic count.

Definitely a portable speed camera.

How fast were you going to warrant coming off the motorway and finding them to take a photo for PH?

My vote would be it's not a speed camera.

I don't think it could measure speed to an accuracy to satisfy a speeding fine, as there's no regulated lines on the road.

Probably traffic counting or maybe surveying speed but not for prosecution.

Still, find out in 2 weeks I guess.

I'd go with traffic flow cameras. I've seen a couple near a roundabout near us, temporarily fixed to existing street furniture, complete with the box at the base chained up. Usually gone within a fortnight. Their position near the roundabout is totally unsuitable as revenue generation.

Probably best to kill it, just to be on the safe side.

They've started putting stickers on boxes like that around here saying "this is not a speed camera"

That's what they want you to believe.

how fast were you going that you were so worried you felt the need to go back and examine the cameras on the bridge

Lines are not needed, IIRC.

That's not a speed camera. It's one of those new spy cameras that tracks the tinfoil hat wibblists as they travel around the country hehegetmecoat
