Working out shift Patterns for a 14 hr/365 op

I am looking at starting off two Coffee bars in two city train stations (same city close together and connected very well) and have been looking into shift patterns and staff numbers. I want them open from 7am till 8pm (actual staffing time 6:30 - 20:30 for opening and cleaning) 7 days a week including bank hols as the train stations are fairly busy the whole time. At least in the initial period I am going to have them manned by two people at a time. This covers for any illnesses etc as well.
I was thinking of two shifts 6:30 - 13:30 (7hrs each) and 13:30-20:30
this bit I am fairly confident in as I have ran places myself but never two simultaneously and not 7 days a week so it is staffing numbers that is confusing me. I,e rotations that cover weekends and holidays - How many staff for essentially a 14hrs a day 365 operation.
I would like full time ish employees and I am going to be paying slightly more than the going rate in the hope of keeping staff and they will get worked hard in peak times (£9ish hr).
The other option I have if it proves to be quieter than expected is that I have one in each booth all the time and I float between.
Does anyone have any good software, At the moment number of staff required is key for the tender. I want to do this right and if I can't do it for the right money its not going ahead.

what do you intend the normal working pattern to be for 'full time' staff 5 from 7 ?presumably doubles will not be the norm or only be allowed on the last shift before rest days becasue of the 11hour break rule ...
