Could be any number of things. PSU, motherboard, CPU, RAM, although the last 2 would normally produce a few beeps.

When you talk about the PSU not fitting, do you mean it has a different motherboard connector?

No reason why it has to be in the case to be connected to the mains, motherboard and drives. I've run pc's for months like that. Mainly because I couldn't find the screws to put it back in.
Certainly ok for testing, if the connectors are the same.

Ok start from the most simple thing.
Are there any signs of power at all? If not check the cable, try a different plug socket, and check the fuse in the plug.

You can use the monitor cable to check.

Could be a component gone short which is preventing the PSU from powering up. I had one of these a while ago, turned out to be a shard of copper wire had dropped into one of the PCI slots...

I'd begin by removing all components - RAM, disconnect HDDs, CD drives etc. Leave the motherboard with only the bare minimum connected.

Try switching it on like this. If it powers up and the fan kicks in or you get POST codes on the speaker, then switch off and reconnect the perpiherals one by one until you can recreate the fault.
