Is it possible to get to the handbrake lever or cables from the cabin?

No only throw underneath. Exhaust off and heat shield.

The handbrake lever itself does undo via two bolts to the top of the chassis accessed through the cabin (At least it does on mine)

I just took mine off prior to lifting the body off.

I am not sure if you can get at the rearmost bolt without moving the centre console backwards, I had already moved mine.

I do not know if it is possible to get at the point where the cable joins the lever by doing this - might be possible by disconnecting the handbrake cable at the hubs to allow some slack.

If the point is replacing the handbrake cable I think you would have to do as PMessling suggested.
