Perhaps The Anthologist on Gresham St, short walk from Bank or St Pauls tubes. Pub/food/cocktails/canapes, used to hosting groups, http://www.theanthologistbar.co.uk/ ..

Or again, in that area, but with a fabulous view over the London skyline is Madisons, on the roof of One New Change http://www.madisonlondon.net/ again, does everything you ask for, very short walk from St Pauls or Mansion House tubes..

I spent my birthday with 25 friends here a couple of years ago, a Wigwam bar on the rooftop, open fires, food cooked on flames, and a good selection of drinks.

Free to get in too, but will get busy so prehaps try and book/get there early

Madison is on top of the One New Change shopping mall, which gets busy on Saturdays, and I recall it's open Noon through to early hours - certainly been there on a Saturday night and it was full..

Don't think the Anthologist opens on Saturday though..

Rocket in Holborn will do all that you require - we have used their private space (a glass room within the main restaurant/ bar area) for corporate functions and it can accommodate c. 30 people. They do cocktails and canapes and its very reasonably priced.

Try the back area at The Hide Bar on Bermondsey Street - www.thehidebar.com

It's a short walk from London Bridge. Really good cocktail and wine list, decent range of draught and bottled beers, and the staff really know their drinks. Decent food, too.

If you fancy something a bit more 'rustic', you could probably get 25 in one of the back rooms at The Water Poet...

Had a cracking night in Mews of Mayfair last night, great cocktails, atentive staff and not too poncy. Would work well for what you want.
