business plan question- language

Writing my first ever business plan, have a good idea of facts and figures etc..., my question is: which tense should I use? Should I use future tense e.g The business will be based in a central location OR should I use present tense: the business is based in a central location

just to be clear there is no business yet, although I have a location and place in mind....

Depends who you're showing it to and when? If it is to a vc/bank/angel and you are pitching for money to start up, then the future. Once you get going and are recruiting, expanding etc, then the present.
