Involved in an accident, CCTV?

Does anyone know who i would need to speak to regarding getting hold of CCTV / traffic camera footage as evidence for an accident? Is it only the Police who can request this?

The accident was on the Bricklayers Arms roundabout in SE London, a pretty major route, so i'm guessing it will probably be covered.
