nokia 1100 - unlocking

Hi,
I was just wondering if someone might be able to help me please? ive just purchased a brand new nokia 1100 on virgin mobile and ive been trying to get it unlocked but ive had no luck at all so far, ive paid to have it unlocked and purchased the codes to unlock it of mobilefun.co.uk but these havent work, i even took it to the local mobile phone shop and they didnt manage to do it either. when you enter the codes it flashes up "not allowed" and it doesnt remove the network lock holding it to virgin mobile.

If anyone could help i would be very appreciative.
