Seems a rather vague piece of legislation. where does it leave cars like Caterham Sevens and Elises/Exiges?

I don't see that piece of legislation working in the USA, the amount of people who modify their cars to go racing is huge, especially when drag racing is their national sport....

Seems like it is only for modified cars.

Thus a Caterham or Elise or a GT3 or the like that is road legal and not modified for track would seem to be exempt from the legislation. Surely it would only apply when the emissions level is changed?

How it applies to a race car such as (say) a Porsche GT3 Cup Car that is not legal for the road is not clear to me.

Anything pre 1975 isn't subject to emissions regulation (based on California, which I think is strictest), so you'll still be able to do whatever the hell you want with any car from before then. Of course, the bits that bolt to those will also bolt to a lot of cars built after 1975...

The short of it. The new rules aren't new rules, just a 'tidy up' to close a loop hole. These modifications have been illegal in the US since the clean air act in 77 but the EPA only enforces them for vehicles on the road and has no intention of changing that.
