Big Iveco daily, clear "blues" on top with what looked like a small satellite no windows to the rear of the vehicle.

Red and green battenburg thin stripe around the outside with no visible names such as police etc.

Big metal footplates on the back.

This was in London by the way.

Red and green is an unusual combination. You sure is wasn't red and yellow? Sometimes the yellow reflective panels can look 'lime green' in colour.

Looks like we might be in the st lads

The aim of the DIM is to provide a capability to a major national incident, involving actual or potential chemical, biological, radiological or nuclear (CBRN) or hazardous materials (Hazmat). The roll-out will increase FRS capability, improve firefighter safety and enhance the service provided to the public.

Oh.

When you said it had a satellite on the top, I thought I'd cracked it.

Two Euro Fighter jets have just intercepted a number of Russian bomber aircraft heading for UK airspace, so maybe it has somethink to do with that.
It was stuck in traffic. Unsure how much space it would need to take off?

I doubt it, could have been on the way to a chemical spill or just being used for the butty run. We work with them quite a bit and they often attend spillages or industrial accidents as well as more sinister chemical threats.

Are these the things that have had significant investment in over the last couple of years, but most are about to be scrapped to save money?

On a course to be a flood rescue technician we were shown what these could do and how we could call them in on a job (eg we're in the water in a flood and find a drum leaking chemicals). They're very expensive things with some really advanced kit, essentially they can work out what you're dealing with, out in the field, to reduce risk.
