Help please - Samsung TV and Satellite set up in apartment

Hi all, I'm hoping somebody can help me out here to get a working satellite feed to my TV.
I recently bought a Samsung ju7500 TV. The TV has twin tuners, freeview through the antenna and a satellite tuner. The antenna works, but on HD channels gets jumpy and corrupted, I guess that's just the signal quality. So I decided to try the satellite tuner to see if that would be better.
After connecting the satellite cable I have two options when selecting the tuning source, satellite or freesat. If I select freesat then the tuner can't find a signal. If I select the satellite, it finds astra then continues and find lots of channels. However, when I try to view the channels they are encoded and the tv asks me for a CI card. I tried running through a PC with a satellite card in and that worked, tried with a hundred box and that didn't work.
As we are in an apartment block my options are limited in terms of dish or antenna. I'll try to ask around in the apartments but I wondered if there is a standard setup used in apartment blocks that somebody may be able to help me with.

Strange the Freesat option is not working, sounds like you have established there is a signal present, I assume neighbours are getting Sky ok through the similar satellite connection in their apartments? Have you entered a postcode to verify your location?
RE Freeview HD channels, strange you're not getting these, check in the menu of your TV, there maybe a signal strength meter, maybe under manual tuning or system info or similar.

If it's anything like my LG television that has a satellite tuner, it picks everything up but doesn't put it in any order. Plus I get loads of Italian, French and German channels. Looking on the net, it seems that the tele can pick up channels but not do anything sensible with them.
Sounds like you need to get a freesat tuner, from Humax or similar.

The Freeview HD channel problem could actually be to much signal.
It is a common misconception that not getting a picture is due to low signal, so boost it.
But sometimes it can be to much signal having the same effect, especially as the HD signals got boosted once the analogue channels got turned off.
As for the FreeSat channels, are you sure you are connecting to the Astra satellite at 28 degrees? and not another Astra satellite that is up there?
What channels do you receive when you connect to your laptop?
