Title should have read - A watch out for anyone parking their bikes outdoors.
Look out for gaffer tape on bike racks as it could be concealing the fact that it's been cut straight through so they can just slide your bike off with lock attached.

ds.Funnily enough a guy I used to work with about 20 years ago told me of a similar tale of losing three Mountain bikes after chaining them to the same stretch of fence outside his work. It was one of the type you get at the beach.
Like this type.
They'd done exactly the same thing by hacksawing a piece out and putting some duck tape around it to cover the missing bit.
