This one is the big paradox, isn't it?
We're continually told that cameras are not meant to catch us out and that "the most effective camera is one that doesn't catch a single speeding motorist".
But if "compliance improves" (for which read "profits drop off") their use is "scaled down".
I don't get it.
It's like putting up a big wall round a prison, to stop the prisoners escaping - and then pulling it down because the prisoners have stopped escaping
