Motorway speed restrictions and cameras.

On the M25 yesterday evening/night at about 1930hrs from junction 23 all the way to junction 30 were speed restrictions. Flashing gantry signs said incident and restrictions of 40,50 and 60 mph on various sections .
Not one incident was seen but at one point the cameras were going off like disco strobes but nobody was speeding .
Why ?
