The Tadworth camera was introduced as part of an initiative to increase the speed limit of the road to 40mph, this was never actually enforced and the camera is no longer needed.
The two borough sites are likely to get either speed-activated flashing "slow down" signs, or have police officers or civilian volunteers posted there with speed guns.
The cameras will be removed by April 1.
The move comes after the setting up of a Surrey Safety Camera Partnership to reduce road deaths.
Surrey County Council, Surrey Police, Surrey magistrates and the Highways Agency have joined forces after being given the green light by the Department for Transport.
A spokesman from the Safety Camera Partnership said cameras were only installed after meeting strict criteria, but stressed alternative means of cutting speed were always being reviewed.
