We were all expecting it but I can't see any detail? As far as I can see, all Osborne has said is that something will be done about IT contractors who work for the public sector...

Inevitable consequence will be increased cost to the PS clients, or lack of contractors to do the work.

I can see lots related to the public sector, but nothing on how this could affect an engineer with a private sector client. I don't particularly see why there is an emphasis on public sector?

Easier to control the public sector. No changes for private sector at the moment, other than those previously announced, the dividend tax change for example.
