My cousin has this issue, one parks outside his house for about 2 weeks, before being swapped with another one. Can you actually do anything about it?

Well you'd have to record the plate number for a start, then no doubt report to the DVLA. The plate holder may get a letter to say don't do it again.

Or its a trade plater just parking his mornings work outside his house.

So they collect the car late afternoon, can't deliver it, parks it up over night, delivers it in the morning.

They should be parking off road, but unless it's blocking someone in, why worry.

Trade plates are only for vehicles in motion/transport. They aren't for parking up on a street and using as a substitute of a tax disc as they aren't one.

I guess call the police to report and untaxed car?

Come's down to how you feel.

Do you know the person or is it more you notice the plates in the windscreen?

If the person is using a car for a week and parking up at night, sounds like a dealer (or salesman just taking the newest/one with most fuel home) which is a bit naughty.

If its a plater having a slow week and the car dosnt move for that week i would leave it and let him earn is £300-£400 a week that they probably gets.

anyone can get trade plates now, used to have to prove trader or garage status,no longer needed.£165 a year dvla know its a good earner for them and give these out ,most popular reason is "buy cars from auction so need plates to bring them home" £165 please here's your trade plates.
but why do you feel the need to do something about someone using them.

Renorti that's rubbish.
When applying for trade plates you have to send off your trade insurance policy that proves your name, address and what you business is!

The DVLA want your Ltd Company number, business name and address, and a copy of your Motor Trade insurance.

So saying 'anyone' can have trade plates is nonsense.

It wasn't nonsense 2 years ago. I've had my plates about 10 years and this is the first year they've asked for my Motor Trade insurance.
