WTF is going on on the M6 near Wigan

Friday night - long drive north from home between Reading and Oxford to the Scottish Borders - all going well and its late (10.30 or so) so getting ready to plant the foot to the floor as we leave the Manchester only to come to a grinding halt for an HOUR near Wigan 
Eventually we filter through onto ONE lane of the northbound carriageway with two lanes coned off for 8 MILES and with no work going on, not even any workmen there.
You would have thought they could cone off bit by bit and not 8 miles of the blasted road. Was causing chaos on a late Friday night so God knows what its like in the rush hour.
